². Ideological basis

 

Our motto: Ukraine for Ukrainians!

The Lord created us as Ukrainians and let His will be hallowed forever and ever! We defend God’s will. God with us!

 

Our highest duty: realization of Ukrainian national idea – an idea of self-affirmation of the Nation and creation of a state with a system of Ukrainian national and social sovereignty of the people, the essence of which is reflected in the words: “Our truth, our power, our will in our home”.

National state is a social-political system to realize the interests of the Nation.

National and social sovereignty is a system of Nation’s dictatorship, which takes into consideration the social-economic needs of the People.

Our ideology: Ukrainian nationalism as a world view for self-affirmation of the Nation.

Our policy: Ukraine above all!

Our struggle: for Nation’s rule.

Our enemies: Communism, Socialism, Liberalism.

Our purpose: to carry out the revolutionary transformations basing on the interests of the Nation.

Our conviction: until the People don’t solve their main problem – to realize themselves as a Nation – no any other problems would be solved for their sake.

 

²². Political platform basis

 

National and social sovereignty

 

 The regime in Ukraine is cosmopolitan and demonstratively anti-Ukrainian. The power is concentrated in the hands of cosmopolitan oligarch clans that compete with each other but have a common interest to preserve the regime, which gives them possibility to export the capitals and privatize the main stocks.

The people became the object of political machinations and the victim of wilfulness of immoral persons who constitute the ruling clique of the state. These conditions cause the demoralization of wider sections of the population.

 

The reasons of economic degradation are the flow-out of the capital and the attempts of cosmopolitan oligarchy to monopolize the profits.  The solution of any economic and social problem is impossible until the regime exists and until the Nation has no national rule of her own.

 

Our political purpose is a creation of organized and united power that will be able to establish the order and take responsibility for Nation and State.

 

Hence it is necessary to:

1.  liquidate the ruling regime and the system of cosmopolitan oligarchy.

2. carry out the de-Communization of Ukraine –  to lustrate the authorities, armed forces and educational establishments; prohibit Communist ideology and organizations, which follow it; eliminate all symbols and rests of Communist rule; abolish benefits to the veterans of occupation punitive forces and bring them to trial for the crimes against the Nation; create a tribunal for investigation of crimes committed by Communist regime; demand the call for international tribunal for investigation of Communists’ crimes.

3.  provide for real functioning of Ukrainian language as official.

4. liquidate the system of dual citizenship that was eventually formed – to adopt the law of citizenship and passport system, which will provide for development of national and social sovereignty.

5. solve the problem of migration by its total stoppage. The right for inhabitancy in Ukraine should be given only to the foreigners of Ukrainian origin who can prove their Ukrainian ancestry.

6. include the norm to the legal regulations, according to which a person who doesn’t consider himself Ukrainian cannot be a deputy or a state official.

 

The aim of establishment of national and social sovereignty regime

  

Ukraine needs success. Victory of UNA-UNSO and the establishment of national and social sovereignty regime will give Ukrainians self-reliance and confidence in their rule and their country. Everybody will see that finally Ukraine got a real master who decidedly and immediately puts an end to Communism, Cosmopolitism, Liberalism, and Robbery.

The strong and wealth state is a necessary condition of Ukrainian citizens’ welfare, while the growth of their welfare is necessary condition of existence of the powerful state. We will establish in Ukraine the spirit of production, clever housekeeping, benevolent competition, and wholesome pride. Our goal is to create an integral National rule on ruins and disorder. This rule will satisfy the interests of Ukraine.

 

Economic policy

 

Ukrainians still work for political, economic and material interests of those who are hostile to the Nation. Ukrainians don’t posses political and financial recourses of Ukraine. The economy doesn’t provide material needs of the peoples but works against them, against Nation.

The key to transform the economy into the system, which provides for material interests of the Nation, is a creation of a national social state with pursuing a national and social policy. The economy of such state will guarantee Nation’s development, welfare of citizens and economic security of the state. The basis of a long-termed development should be a reconstruction, widening and elaboration of scientific technologies, informational systems, machine constructing and defence establishment.

 

Hence it is necessary to:

1.  turn to the building of the national and social state.

2. develop and realize the programme of shifting the industry to energy- and resource-saving technologies.

3. retain the state control over strategic branches of the economy under the national protectionism and the guarantees to the foreign capital.

4. revise the result of privatization taking into consideration the national interests and carry out the re-privatization of those industrial objects that were privatized illegally (defence establishment, national economy establishment etc.)

5. prohibit the privatization of strategic branches of the national economy (first of all the transit-transport system of Ukraine).

6. repeal all laws, which promoted ineffective and criminal privatization.

7. organize privatization through open auction. Only Ukrainian natural or juridical person should be the owners of the main stock. Double release of private enterprises can take place under the control of state security structures.

8. fix the list of all branches of privatization and firms, in which Ukrainian investors are able too participate.

9. take control by the National security bodies over the mechanism of state property management in order to prevent stealing and artificial bankrupts of state enterprises.

10. establish a criminal proceedings against the pressure on the employees from a firm aiming to privatize it in future. The first precondition of the privatization should be a preservation of number of workplaces by the reorganizing, reconstructing and enlarging the industry. The second condition should be an increase of state’s profits from the privatized object. In case of absence of this profits the enterprise should by nationalized.

11. support on the state level those businessmen who contribute to the process of creation the national and social state.

12. return exported capitals. An amnesty of the dark capital and real guarantees to it can take place only in the national-social state on the basis of individual approach to it owners and under condition that this capital will serve the building of national and social state.

13. carry out the reform of tax system of Ukraine, abolish eliminating schemes of taxation, lower the taxes for Ukrainian producers and turn to stimulating taxation. 

14. liquidate unfounded privileges for foreign producers and mixed firms.

15. reduce all controlling structures to one – a corresponding department of National Security.

16. stop the runoff  of money outside Ukraine; create condition for its return.

17. nationalize strategic enterprises.

18. support the development of small- and middle-scale business by introducing favourable taxation and crediting.

19. provide for priority of development of all-sufficient defence establishment as a material and technical basis of the Armed forces and the defence capacity of Ukraine. First of all, tank-constructing, ship-constructing, space- and rocket-constructing, radio electronic industry and other branches should be developed, in which Ukraine can gain an innovative leadership or solid competitive position in the world. 

20. develop and realize short-term programmes concerning the self-contained provision of state with food, energy, constructing  and chemical materials, resources, machines and spares to them

21. establish a control over purposeful usage of budget facilities and block the ways of their transformation into dark incomes.

22. establish a reliable control system of tax pay; use a confiscation to those persons who will hide their income in order not to pay taxes.

23. provide legally for direct and severe punishment to those functionaries from tax-offices, customs and police who assisted criminals to avoid paying taxes or customs duties.

24. establish a new criterion of efficacy of executive power on all levels – number of newly created workplaces – in order to force authorities assist private business and inveigle unemployed into public work. Procedure of company registration should be simplified as possible. The period during which officials should collect necessary documents for company registration or refusal should be settled. Every refusal must be investigated by officials of higher level.

25. provide gradually the conditions for all-sufficient industry, create close industrial loops, orient the economy on all-sufficiency.

26. limit legally the expansion of transnational companies in Ukraine.

27. develop and realize a state programme of recreation of the Nation. The programme would liquidate a material barrier in case of natality and children education; provide an adequate financing and system of benefits for the families that have three or more children. 

28. introduce measures to stop the import of low-quality technical products to Ukrainian market.

29. provide capital investment for agriculture, especially in the infrastructure of the countryside (roads and communications). The state must be the first reliable and favourable partner, support and defence of a farmer. The authorities should comprehensively assist the development of private businesses and corporations of the farmers.

30. create a real nationally-looking programme of detailed reconstruction and development of Ukrainian village; allot considerable sums of money in the state budget for revival of the countryside. The village should be the place from which the product will reach the consumer. A law concerning reduced taxation in the countryside should be adopted. Our policy must be focused on development of processing industry.

 31. provide for state orders and state purchase of surpluses of agricultural goods by the price, which will compensate the costs for their production; guarantee a minimal income and stop the robbery of farmers by middlemen.

32.  create a fund of state insurance of agricultural industry.

33. introduce criminal proceeding for overpricing the combustive-lubricating materials. The guilty will be deprived his license, and his property will be confiscated.

34. possessory right for land should be given only to those natural and juridical persons of Ukraine who will use it for industrial or agricultural purposes; we will not allow to create “hidden” thousands acres latifundia.

35. revive the state agricultural machine-constructing and create an effective leasing system; arrange the production of modern small technique for the countryside, means for plants protection, mineral fertilizers and favourable crediting for their purchase.

36. freeze the possibility of land sales and gifts under will, and other speculative operations around the land before creation of state and market institutions that will legalise, serve and regulate the operations with land resources.

37. give the lands for countryside intelligentsia and workers who are engaged in the sphere of  maintenance in the village.

38. assure the real presence of the state at the agricultural market; set the price policy, subsidies, credits and tariffs to defend Ukrainian farmer.

39. permission to import the agricultural production should be given only by the Parliament in case when the government will argue that Ukrainian agriculture cannot satisfy the internal demand.

40. create and put into action the necessary market institutions for normal functioning of agricultural sector of economy, for reaching the hypothec mechanism of crediting the agriculture.

41. adopt on the legislative level, provide for real financing facilities and put into action the state programmes  “Village roads”, “Village homestead”, “Village school”, “ Village objects of culture”, “Physical training in the village”, “Village telephone”, “Agro-tourism” etc.

 

National security and defence

 

The cosmopolitan regime and so-called “opposition”, which has the same nature, sees the guarantees of state’s independence only in obtaining the international recognition of Ukraine, membership in European and international organizations, partnership with NATO. It is a dangerous policy. It is based on conscious mixture of the notions “Nation’s security” (liquidation of everything that hampers the self-affirmation of the Nation), “national security” (counteraction to the inside and the outside factors that contradict to the interests of the Nation and threaten her future) and “state’s security” (securing the state from a potential aggression, occupation and attempts of unconstitutional replacement of regime).

Neither the authorities nor the “opposition” say about “Nation’s security” (who is in mortal danger to vanish in the state of her own) that proves their non-Ukrainian and, in many cases, definitely anti-Ukrainian nature.

The term “national security” never has Ukrainian substance in the present state and is used only for screening the interests of local and foreign financial and industrial clans.

As the history and the modern political practice show, the separation of “state’s security” from unsafe foreign factors and the creation of defence doctrine, based on the principle “nobody will attack us”, are the crimes against the Nation.

Russia continues her aggressive imperial policy towards Ukraine.

USA totally ignores the international law.

Therefore the hopes for “international guarantees of security” are the betrayal of national interests, the betrayal of the Nation.

Only the Nation herself can guarantee her security.

 

It is necessary to:

1. elaborate National defence doctrine of the State, where the main principle should be relying only on forces of the Nation. The doctrine should not be made by the assumption “against whom” but “what for” – for the development of military potential of the Nation; for effective state defence against any aggression; for providing for strategic interests of the state; for equitable participation of Ukraine in international policy.

2. resume the nuclear defence potential of the state

3. reconstruct the Armed forces, defence structures and police to the needs of national security, defence and modern technological level. Their substantial Ukrainization (ideological, political and personnel) is a precondition to the real security of the Nation, the state and the citizens.

4. revive the National Guards.

5. proceed to the professional national army, but save the draft to the National Guards. The turn to the professional army should not decrease but increase the defence potential of the Nation.

6. carry out the regular military assemblies for the male population (in age of 18-30) of Ukraine in the system of the National Guards.

7.  form the National Guards in accordance with the territorial principle. The Guards should be the mobilizing resource of the National army.

8. help in the creation of Cossacks and other paramilitary formations of national and patriotic trend; provide for the state assistance to military, sport and technical sections, clubs and courses.

9. renew the subjects of military science and patriotic training in secondary educational establishments.

10. create the military personnel in all high educational establishments for training the non-combatant officers.

11. reform radically the police, delivering the part of its functions to the National Guards.

12. provide for possible self-sufficiency of material and technical equipment in the National Army.

13. finance the Army according to the real needs but not to residual principle. Those who do not want to feed their own army would feed the foreign one.

14. focus special attention on the foundation of the Army – its officers. The minimal salary of an officer should consist of the sum of three living-wages and be accompanied by the corresponding bonuses for rank, posts and length of service. Lodging problems (accommodation, furniture, fees, and repair) should be organized not by officer but by the administrative-management bodies. After the retirement, the properly financed Army (but not civilian officials) will provide an officer and his family for his needs and accommodation in accordance with his rank in the place he has chosen. The pension of an officer should not be less than 80% of his salary. The minimal pension of an officer, who became invalid due to fulfilment of his service, cannot be lower than his previous salary. Personal weapon should be given to an officer after graduating the establishment together with a diploma; it should be kept during the service, and stay at his possession after the retirement.

15. reduce the managerial staff machinery in the defence forces according to its real needs; carry out the re-attestation of the managing personnel according the criteria of national outlook, professionalism and free usage of Ukrainian language.

16. provide for normal national and patriotic education to the personnel of the defence forces.

17. organize the total withdrawal of all Russian troops , which are the real danger to Ukrainian sovereignty, from the territory of our state.

18. divide the functions of state security bodies and police, define their rights, duties and criteria of evaluation of their activity.

19. intensify the entry regime at the borders of Ukraine in order to protect from penetration of illegal migrants.

20. call of Ukraine from all integration structures that were created to rebuilt Moscow empire.

21. not allow foreign countries to seize our transport systems

22. condemn and abolish the creation of so-called “Common Economic Space (CES) and all other activities, which were made by the regime, that lead Ukraine to her limited sovereignty.

23. adopt a law concerning energy security in accordance with which one source of power supply cannot provide for more than 20% of Ukrainian market needs.

24. introduce a national-defending tax for any foreign-language editions, TV- and radio programmes, books, concerts of our “Ukrainian” and foreign performers.

25. prohibit the activity of anti-Ukrainian and anti-state parties, public organizations and mass media.

 26. stop the illegal circulation, production and transit of narcotic, drugs.

27. liquidate the present-days Crimean territorial autonomy, which contradicts with the Constitution of Ukraine.

 

Defence establishment

 

The efforts of the defence establishment should be concentrated on the development of competitive arms that are necessary for mobile and professional army. The world is now on the arm race. Therefore the problems of the defence establishment will be solved by participation in technologic revolution.

 

It is necessary to:

1. elaborate the programme of creation new markets for Ukrainian arms sale.

2. exclude the financial risk for activity in defence establishment.

3. guarantee the profits from orders by the state.

4. create a system of research centres concerning the main types of arming.

5. start the research on the new models of wheel and track armoured technique, light attack planes as a foundation of the tactic aviation. The main problem of military ship-constructing in Ukraine – absence of projects on light fleet (submarines, rocket boats, destroyers, frigates) – must be solved.

6. appeal against existing Russian-American space programmes like “Alfa”, “Radon”, “Energy” etc. as those which use Ukrainian technologies but do not work for Ukraine. It is necessary either put Ukraine as a third member into these programmes or denounce them.

 

Social tasks

 

The guarantor of efficient and available social policy and citizens’ security is a national and social state. The principles of national solidarity, justice and responsibility between citizen and state, between employees and employers underlie such state. The national and social state should be created to solve all peoples’ problems, including social, for peoples’ sake. The national and social state is a structure of society and economy in which every citizen would have a guaranteed right to work in accordance with his skills and education, a right  to choose free the place of work, a right for social protection in case of accident, unemployment or illness.

The state criminals on Bankova and Hrushevskyi Streets (location of governing offices) know this. Therefore they hate the idea of such state.

Disorder is advantageous to officials. No order – no economy. Thanks to “disorder” a huge number of rolling, fertilizers, fuel, sugar, seed oil and so on were taken out from Ukraine. The hundred millions of US dollars, which were profited from these operations, accumulated in abroad on private bank accounts of high state officials and their servants.

This is the money that are not paid to us as a salary, not invested to renew the stocks, science, culture, army and social programmes…

At the same time, while billions of US dollars has been taking out from Ukraine, the president travels to foreign countries and asks for pennies – credits from Americans, Japanese and Germans. The governmental propaganda depicts the receiving of 50 or 100 million US dollars credit as a big success.

The first thing done by UNA-UNSO after coming to power would be an assembly of all former oligarchs and officials in Lukyanivska prison to discuss the problem of return of removed capitals.

 

Then it will be necessary to:

1. put the minimal salary and pensions in accordance with a real living-wage; introduce the criminal responsibility for backpay; set a reasonable correlation between salary of employees from different branches of industry and profits of company managers. The basic pension should not be lower than a living-wage and be not less than 70% of previous salary. The minimal pension for invalids cannot be lower than the basic pension and should be accompanied by rises in wage according to the decision of medical expert committee. Every employee has a right to choose the pension fund, where the monthly payments should be transferred, and receive the interests from his deposit. The employee has a right to get all the money on the day of retirement.

2. increase the state attention to the family, a main component of the Nation; adopt the state programme for stimulating natality. The additional payment for every child should be equal to the consumer minimum.

3. transfer the alimony that were directed by the Court to the State fond. The recipient should receive the alimony from the state trouble free.

4. create as a priority, by the way of purposeful financing, the conditions to higher the living standards, authority and efficient activity in education, science, health care, culture, armed forces, police and state management.

5. replenish the budget by introducing the tax for big property.

6. start the process of anticipatory salary growth.

7. complete the agreements with governments of foreign countries concerning the protection of rights and liberties of our labour migrants abroad.

8. adopt the programmes regarding the growth of employment inside the country and the decrease of labour migration to abroad; stimulate the internal labour migrations.

9. expedite the payments of internal debt to the citizens by creation the market of internal state debt that will increase the scale and speed up the pay of back deposits by State bank.

10. liquidate the waifity by reorganizing the material base and financing of children’s and retirement homes according to their needs; stop the Russification and provide for the high level of national and patriotic education for orphans.

11. arrange the distribution of  food aid to everybody who needs it; create the dormitories for those who lost the lodging and means for living.

12. form a special medical fond for children in order to provide them for emergent medical aid in case of parents’ impossibility to pay the treatment.

13. save a pay free medical aid and medicines distribution for pensioners, families having many children and poor people.

14. introduce the insurance medicine. The physicians’ salary from budget will be added by fees from insurance enterprises. It will depend on the level of difficulty and responsibility of the work.

15. demand from Russia to pay back the deposits, that were made by our citizens to the Bank of USSR.

 16. introduce the declaration of  receipts to all citizens without any exclusions and the legal liability for hiding the incomings.

 

Social problems of military personnel and veterans of the Armed forces

 

We consider the Armed forces to be an important state body in existing political system; therefore UNA-UNSO inform military personnel about our immediate acts after coming to power:

1. The officers and ensigns will be provided for lodgings. Necessary cost will be gained by introduction of the state monopoly on export of strategic resources: uranium ore, arming, space rocket technique. Dismissed officers and ensigns will be able to receive lodging in three month after dismissal by the cost of lodging funds. The special law to realize this should be adopted; the non-fulfilment of the law will cause criminal proceedings.

2. Cash security of the military personnel and pensions will be set in the limits of three living-wages. The source to provide for this will be a defence tax for banks, exchange stocks, commercial structures and private large-scale property.

3. The officer staff will get a right to bear weapon free to protect themselves, their relatives and citizens from criminals. The murder or attempt on military men’s live will be treated as heavy state crime followed by death penalty or life imprisonment.

4. All the benefits specified by the laws should be realized in corpore, except the privileges and benefits to those who with weapon or in the rows of NKVD-KGB fought against independence of Ukraine. Persons, who served 25 years or have military awards, will be paid the pension of 100% of previous salary. The officers’ bank, national military pension fund and insurance company will be created immediately.

5. The reduction of the armed forces will be stopped until the adoption the state programme of military reform.

6. All members of the Joint Staff will be forced to declare their incomes since 1992. All the property that was purchased illegally should be confiscated despite their status. The costs will be sending for house-building.

7. The immediate investigation of activity of the Commercial centre of Defence Ministry of Ukraine and the inventory of Ministry’s property will take place, covering the period since 1, January 1992. The guilty in squandering the state wealth will be punished, and the money will be addressed to the invalids of war.

8. Family members of military-men will be given a right for free-of-pay education in the state educational establishment.

9. By request of the retired military personnel they will be given lands for farming and credits on favourable conditions.

10. The benefits will be given to the veterans of OUN-UPA, division “Galizien” and other military formations, who struggled for Ukrainian independence.

 

Science and education

 

The national system of scientific institutions should be the main body and the source of intellectual potential of the Nation, the determining factor of state’s development and strengthening

It is necessary to:

1. provide for advanced development of science; create the conditions for maximum freedom in scientific researches.

2. orient scientific institutions during formation and financing the scientific programmes toward national priorities of Ukraine, including the highest possible independence from import of foreign technologies.

3. stimulate the scientific and educational activity by introducing the grant system

4. practice widely the study of young specialists in foreign universities, libraries and archives and their participation in international scientific symposiums, conferences and international research projects.

5. strengthen financially the scientific publishing houses for efficient and optimal production of Ukrainian and foreign translated scientific literature.

6. provide appropriate material resources for modernization, computerization and further development of scientific libraries.

The aim of educational system should be the development of creative potential of the Nation, the formation of highly educated personnel, the upbringing of nationally conscious, active and sacrificial citizens of Ukraine.

 

UNA-UNSO will carry out the reform, which will include:

- accessibility of education to all population

- multistage education;

- connection of education with industry;

- autonomy of educational establishments;

- rationality of development between fundamental and applied sciences;

- appellation the status of state official to the educators;

- providing the educational establishments with material and technical resources for the state costs.

 

It is necessary:

1. stop the present-day practice of education destruction of “Americanization” and privatization.

2. introduce a single state concept of education; elaborate the scientific and methodological basis of national education; abandon the stereotypes of Soviet pedagogy and the copying of foreign experience (mainly liberal concepts).

3. make the education in Ukraine Ukrainian, national, single, systemized and free at all levels for all citizens. The existence of privileged private and foreign educational establishments will inadmissible due to their foreign educational platforms.

4. conduct the de-Russification and Ukrainization of all educational establishments in Ukraine despite their ownership.

5. education must be given in Ukrainian language in all educational establishments. Ukrainian language should be taught in all schools of different levels and subordination. The elementary education of children from national minorities in the places of their compact living should be held in their native language including an obligatory study of Ukrainian language that will enable their further study in the establishments of higher levels.

6. revise the acting and prepare the new educational plans and programmes according to the needs of national reformation of education. The content of education, obligatory body of knowledge and system of control over the knowledge on state examinations should be set out by state programmes, which can be adopted by the Ministry of Education only after publication of these projects in educational periodicals, evaluation by experts and discussion in public.

7. the head figure of the national education system should be a teacher or educator. The state must always take care of their formation, conditions of work and material supplying.

8. Norms of weekly work for the teachers should be lessen. The average teacher’s salary should be higher then the average salary in the state.

9. Norms of teaching work for educators in higher educational establishment should be lessen and arranged in accordance with European practice. The salary of an average educator should be twice higher then one living-wage and be accompanied by bonuses for post and academic status.

10. liquidate the phenomenon of “orphans of alive parents”; introduce protection of children’s houses by the Ministry of Defence, Ministry of Internal Affairs and security structures.

11. liquidate the deficiency of nationally conscious educational staff; overcome the feminization of pedagogic collectives and increase the number of male teachers introducing the incentive systems.

12. financing of national education from local budgets is a reason of unequal possibility for pupils, who came from different regions, to obtain education; thus it is necessary to finance general schools of all types from state budget.

13. develop an appropriate scientific, methodical, polygraphic and publishing basis for supplying the system of education with new literature.

14. organize summer military-patriotic camps for the youth of school age.

15. carry out the public and state attestation of educational staff and discharge from pedagogic leading posts those persons who revealed themselves to be the enemies of the Nation or the spreaders of anti-state views.

 

Religious platform

 

UNA-UNSO works under creation of conditions, in which it will be possible to unite Orthodoxes and Greek-Catholics in one Patriarchy and establish one national Christian Church.

The present-days religious disunity is a deed not of God but human; therefore it must be overcome by humans. The spiritual and ecclesial unity of all Christians is precept by God; consequently it cannot be the object of political discussions.

That is why:

1. the state will assist the religious education and the plenitude of spiritual life of its citizens.

2. Christianity will be in the basis of state policy in the branch of national spirituality.

3. there will be no property on the territory of Ukraine possessed by foreign citizens, states and churches.

4. the property of Ukrainian Churches (Ukrainian Greek-Catholic Church, Ukrainian Autonomous Orthodox Church and Ukrainian Orthodox Church of Kyiv Patriarchy) that was pillaged by Communist regime will be given back to them

 

Culture

 

The purpose of national and social state policy should be preservation, development and augmenting of Nation’s cultural achievements, transformation of system of culture into potent and permanent factor of cultivating high aesthetic, spiritual, moral national values and creation of national ethic and aesthetic consciousness in the society.

 

It is necessary to:

1. raise and develop Ukrainian national culture; revive and augment Nation’s cultural traditions. 

2. start to finance the programmes directed towards study and reconstruction of nationally valued historical events.

3. liquidate the destruction of Ukrainian publishing business; abolish taxes for Ukrainian books.

4. introduce the state protection for Ukrainian national culture development; provide for the state support to those, who assist in developing of Nation’s cultural and artistic traditions.

5. defend national cultural space from destructive influence of foreign and inferior anti-culture, which takes off the power of the Nation and disorientates here.

6. overcome the domination of alien, anti-Ukrainian, anti-national, quasi-artistic publications, audio and video products; introduce the legal limits for their distribution.

7. clear all (state and private) cultural establishments from those, who was engaged in anti-Ukrainian activity and in promotion of Communist, cosmopolitan and other reactionary ideologies. 

 

Health Care

 

Health care of the citizens is an indisputable duty of the state. We are anxious not only about spiritual, but also physical conditions of Ukrainians. The nation is on the edge of physical degeneration.

 

It is necessary to:

1. ensure to all citizens of Ukraine not only a right but a real possibility to get free of charge medicine and high up its quality.

2. elaborate an efficient system of state insurance, which will be accessible to all citizens.

3. protect native pharmacology from unfounded import of foreign medicine; pursue the policy oriented to pharmaceutical, technical and methodological  all-sufficiency of Ukraine in the sphere of health care.

4. stop the “Americanization” of public food, that influences perniciously on health; assist Ukrainian businessmen in the creation of cheap cafeterias with traditional and healthy Ukrainian cuisine, whose commerce will be based on the theory of minimal profits (when you get money not thanks to the high prices but intensive circulation of capital – sale of large number of production with a minimal price).

5. stop the unauthorized production and sale of goods for children; institute criminal proceedings for producers and sellers of such production.

6. introduce wide, universal and purposeful propaganda of healthy way of living; develop physical culture, different kinds of tourism and sports.

7. prohibit all kind of publicity of alcohol and tobacco goods.

 

Youth policy

 

Ukrainian youth of present days became a victim of propaganda and cultivating of perversions: drugs, alcoholism, depravity, violence, heartlessness, denationalization and indifference towards politics. Anti-Ukrainian regime recruits obedient servants, non-Ukrainian politicians needs thoughtless voters, cosmopolitan business hires descent employees, criminals enlists blind executors, and foreign capital looks for deprived and cheap slaves. Many even have no such perspective, therefore they are compelled to ruin themselves by alcohol, demoralize and degenerate, changing into faceless and feeble mass, which can be easily controlled.

According to the plans of anti-Ukrainian powers in homeland and abroad, Ukrainian Nation should, firstly, loose her youth, and then loose her future.

 

It is necessary to:

1. create and introduce the programme of national and social education for youth.

2. provide for a right for free secondary and higher education for youth.

3. increase the state crediting for house-building for youth; give a material support to young families.

4. complete the computerization of general educational establishments.

5. assist in the creation of public patriotic organizations, which are engaged in the national upbringing of youth.

6. popularize sports and physical training in youth circles.

7. propagandize healthy way of living for youth.

8. guarantee the state aid for talented youth.

 

Ecological concept

 

UNA-UNSO will be able to solve ecological problems, because we can force officials, directors and businessmen to fulfil all their obligations concerning ecology.

We will prohibit the usage of resource- and power-consuming technologies, which pollute the environment. 

We will introduce legally the economical mechanism based on the principle “the pollutant pays”. Financial receipts from penalties will be directed to special state body, whose aim will be to renew the ecological balance. We will institute criminal proceedings to every pollutant of the environment.

We insist on Russia to pay the indemnities for consequences of Chernobyl catastrophe, because she unilaterally declared herself to be a successor of the USSR.

We will adopt a perspective programme of gradual replacement of nuclear power engineering by ecologically safe energy technologies.

We will shorten the extraction and the usage of main natural resources.

Taking into consideration the fact that a present ecology service in the person of Ministry of protection of environment cannot solve the tasks, we will create a new independent ecological service, which will have the administrative power and will be accountable to the leadership of the state.

We will introduce the control over the growth of industrial production and create the conditions for domination of social imperatives during the determination of ways of economic development. We will achieve the increase of investments to the social sphere, especially to the ecological projects.

We will institute the strict ecological and customs’ control over the activity of trade-brokerage companies, small and middle enterprises. Not a gramme of industrial wastes will be imported to Ukraine.

We will introduce the programme concerning the enhancement of the Dniper River and rivers of its basins. We will research the necessity of the power pools in the Dniper, methods and consequences of their liquidation, possibilities of revegetation of the drained lands.

We will make legal the programme concerning preservation of woods and foresting of the non-agricultural lands.

We will realize the programme “Clear water”, whose goal will be to stop technological and everyday pollution of all kind of reservoirs.

We will guarantee the total revegetation of lands that were in industrial or military usage.

We will institute criminal proceedings against illegal building in reserves, against criminal carelessness in usage and preservation of pesticides and mineral fertilizers, against other nature crimes.

We will create under the Ministry of extraordinary accidents a separate militarized chasseur-police service, which will be trained and equipped enough not only to fight the poaching but control the fulfilment of state environmental programmes by members of forestry, fish industry, state and local officials, and private persons

 

Information policy

 

Informational space of the state is an integral part of its sovereignty and national security. The informational space of Ukraine is controlled by non-Ukrainian, anti-Ukrainian, cosmopolitan and pro-Russian oligarch clans. The mass media became a powerful and permanent factor of denationalization of Ukrainians, demoralization and ideological disorientation of the society.

 

It is necessary to:

1. approve a nationally oriented state programme concerning the development of informational infrastructure, informational policy and informational security of Ukraine.

2. mass media should provide for the national renaissance and state self-affirmation in all spheres of live; consolidate the society around the main goal of state building – creation of  Ukrainian national and social state; popularize the national and spiritual values of Ukrainian people; protect the interests of state, Nation, citizen; display objectively the situation in Ukraine and the world.

3. provide for 100% of Ukrainian language materials in mass media and national substance on TV and radio in Ukraine.

4. realize the state financing for general Ukrainian educational, cultural and scientific programmes in mass media.

5. bring into trial those who roughly states against the sanctuaries of Ukrainian nation. The freedom of speech is incompatible with sneer at national feelings and values of Ukrainians. 

6. re-register all mass media; prohibit the publish houses that carry out anti-Ukrainian policy, undermine spirituality of Ukrainian nation and security of Ukrainian state.

 

Foreign policy

 

Under present conditions the reaction of the world towards any events in Ukraine can always be appointed. The modern and post modern world’s mentality was formed in “the Pale of Settlement”. There is nothing to be done.

 

Foreign policy is not only a government’s business, but, as well as homeland policy, is a business of communities or individuals. Like the creation of the British Empire was a business of East-Indies Company.

UNA-UNSO’s foreign policy is in the contrast to a foreign policy of the state. Nobody was waiting for Ukraine in the world. She doesn’t fit the international apportionment. If Ukraine plays with the strongest according to their rules, she would loose. In order to win she has to dictate her rules of the game.

 

1. “Space of Freedom” – strategic task of UNA

 

 

 UNA-UNSO works under creation of “space of Freedom”, whose crystallizing centre will be in Ukraine. In UNA-UNSO opinion, besides Ukraine, countries of Caucasus, Trans-Dnister, Belaruss and others, who are unsatisfied by the state of affairs in the world, should join the “space of Freedom”.

The second orientation of UNA-UNSO activity is determined by realizing that it depends on Ukraine how she will enter the 21st century – as a European vanguard or backyard.

We must work under creation of spiritual confederation around Kyiv.

It would be possible only if Kyiv carries out stronger policy than Moscow and if Ukrainians will be more active then others.

The main directions of “non-nuclear” effective planning in policy should be:

- retraction of Don and Kuban in the sphere of Ukrainian political influence;

- ensuring the neutrality of Belaruss (the alliance is also possible);

- looking for alliances;

- active diplomacy in Caucasus and Central Asia;

- state support of Ukrainian Diaspora in Russia, Kazakhstan, and other states of former USSR;

- support of those organizations, editions and political powers, which can follow Ukrainian policy.

Realization of these steps will bring Ukraine a favourable military and political atmosphere in the region.

The main task of efficient planning on the western direction should be:

- securing Ukraine from war on two fronts;

- protection of communications with the West;

- partner relationship with NATO.

 

2. Policy towards Prydnistrovia (Trans-Dnister)

 

In 1922 the Trans-Dnister region joined the USSR in the borders of Ukraine. In the same year Ukrainian Parliament assumed obligations to defend, as long as Ukraine exists, the citizenship, the political and other interests of Prydnistrovia inhabitants and other population of Ukraine.

However, in 1940, favouring the politicians’ ambitions from the past, the parliament did not keep their promises like in present days. In 1940 the parliament of USSR was allowed to exceed its authority and create artificially the Moldavian SSR.

The year of 1940 was a beginning of the tragedy. The Moldavian Parliament nullified the consequences of Molotov-Ribetrop pact concerning creation of Moldavian SSR

This confirms that:

- firstly, Moldavian SSR was an artificial creation;

- secondly, Trans-Dnister region was illegally incorporated to Moldova;

- thirdly, Trans-Dnister region is an annexed territory, which nowadays Moldova holds by force in the borders of her own;

- fourthly, there is no juridical document, which evidence that in 1940 Ukraine has voluntarily transferred the territory of Trans-Dnister to another state.

Besides this:

1) the unification of Moldova and Romania is inevitable;

2) Romania claims for Ukrainian Bukovyna and southern Bessarabia;

3) the most efficient protection of Ukrainian territories is a protection of Trans-Dnister republic in any form;

4) we can avoid conflict by improving the conditions for Ukrainians in Romania and Moldova, if the policy of Ukraine concerning support of her interests in the Prydnistrovia is firm and consistent.

Trans-Dnister region is settled mainly by Ukrainians (native population). The government of Prydnistrovian republic is supported only by population that do not want to be under Romanian rule. From the very beginning the citizens and policy of Trans-Dnister was directed towards Ukraine. But the position of Ukrainian officials not to carry out own foreign policy, and the active policy of Russian non-governmental and governmental powers towards Prydnistrovia redirected the part of population and politicians of the region to Russia. So, the first step of Ukrainian state in the foreign policy was a betrayal (very traditional start).

The incorporation of Moldova to Romania is a matter of time. This perspective makes our political situation at our south and south-east complicated. The territorial claims of Romania sounded on very high political levels. Thus Ukraine should defend herself. In Bukovyna and Odessa regions Romanian secret service agents carry out openly and freely the activity towards undermining Ukrainian territorial unity. In some village councils in Chernivtsi and Southern Bessarabia three-coloured flags of Romania are hoisted all the time. For Moldavians from Bukovyna the problem of belonging this region to Romania is already solved. Romanian expansion is carried out on political and everyday-life levels. In Trans-Dnister region it is realized by war means. It must be stopped there.

While Ukraine supported Romania de-facto in the conflict between Ukrainians from Prydnistrovia and Romanians (at least it looks so from the left bank of the Dnister river), Russia has created a base for political and economic activity in the south and the east of Ukraine, by giving political aid to republic of Trans-Dnister and playing the old role of protector of Slavs’ interests.

Reasoning form Talmudical logic of Ukrainian politicians, if Russia defends her interests in Prydnistrovia, we should not “poke our nose” in this business.

The normal logic should says us – be there earlier then Russians; moreover be there now. The only way not to allow Romanians and Muscovites to Trans-Dnister is to be there ourselves.

Ukraine should understand as quickly as possible and forever: either the State carries out an active foreign policy or the others pursue this active policy inside of the State.

In Trans-Dnister Ukraine has to demonstrate to all that she is able and will defend her interest in Crimea.

It is said that there is a complicated situation in Prydnistrovia, that Smirnov is an adventurer and his command supports pro-Communist regime, that Ukrainians there are a little bit of “different kind”… Ukrainians there are really of different kind.  Instead of flags they have machine-guns in their hands. We like very much to sing the songs about Ukrainians, who defended their rights with weapon in hands, and we don’t like and afraid of Ukrainians, who don’t sing the songs, but defend their right with weapon.

Prydnistrovians are determined and talented politicians, in the contrast to those who are in Kyiv. They have knocked in Kyiv doors for a long time, but instead of bread they were given stone.

People from Trans-Dnister, especially Ukrainians, often ask visitors: “Why Ukrainian government betrayed us?” The matter is that Ukrainian government betrayed not them. The government betrayed us in Prydnistrovia.

They slumbered, squandered and wasted Crimea, Trans-Dnister, army, military technique and nuclear weapon… It looks like a system. Do we need this system? Do we need such government?

When somebody says to you that situation in Prydnistrovia is very complicated, just answer: “The complicated situation is in Ukraine. But we will simplify it!”

 

3. Policy towards Russia

 

It is naïve to think that Ukraine can have different interests to those, which had the USSR in Balkans, Black Sea region, Caucasus and Eastern Europe. Therefore Ukraine should inherit the policy of USSR in these and other directions.

We should start the competition for Russians’ most precious thing– for their imperialism; the competition, which they never had for 200 years. We should begin the struggle for the heritage of a dead grand-dad, but firstly we have to feel like successors. Ingenuous Ukrainians incline to leave the heritage to the grand-dad. In the whole world patriotism means claims, and only in our country it means… modesty. Modesty of abilities. Our patriots are able to do the easiest intellectual moves – to see how Muscovites do and do it vice versa: if Muscovites raise the question of Slavs unity, we reject this unity, sacrificing Ukrainians from Moldova, Brest, and Northern Caucasus; if Muscovites help Serbia, then we recognize Croatia; if Muscovites use the motto of integration, we use the demagogy of separatism. Such a “policy” is a result of inferiority and will gave birth to an inferior nation.

Empire had a great potential. It had to be our Empire. Those who teach that there were no empire, no Bolshevism, are the enemies.

Ukraine has two legs on which she can march towards future (if only she has a head). The first leg is heavy industry; the second one is science and educational establishment. Both things are bonded and need each other. Ukraine has only these two things in the world. Friends from the West and their allies in Ukraine propose to eliminate defence establishment, science and system of higher education because there is no money for support (however no costs will be enough to go through such destruction). They propose so-called “economical” approaches, which can be summarised by a problem – how to survive in the winter. The answer is to abandon science and industry, army and politics; everybody should go to fields and start faming. The ashes knock to our hearts and cries for absolute priority of science, heavy and middle machine building industry, if we want to outlast and compete in the 21st century not with Somali, but brutal and opinionated world powers.

But export of products of heavy and middle machine building industry needs: firstly, very active policy, because the trade is a problem solved more by political than economical factors, and is regulated by political conditions and stimulated by political activity; secondly, another attitude toward the Armed forces, because the defence establishment cannot develop only for export but has to provide for the needs of homeland’s army; thirdly, invest of state efforts in industry and science.

Heavy and middle machine building industry cannot exist without powerful centre, without state regulations and orders. When the directors of companies don’t find all these in Kyiv, they appeal to Moscow. If we had these in Kyiv, Russian directors would appeal to Kyiv. Thus there is a principle that we should follow in the nearest time – be revolutionaries in politics and conservatives in economics.

We must carry out more active policy in Caucasus, Central Asia and Belaruss, introducing a special economic regime. That means active relations with many regions of Russia. The vast expanses of USSR were inhabited by so-called “Russian speakers” of Ukrainian ancestry – masses that are mostly homogenous either on the banks of the Dniper River, Abkhazia or Siberia. Nowadays our policy and ideology is sometimes more interesting to them, than to those Ukrainians who unlike the formers know that they are Ukrainians.

Russians are minority in Russia. They, as well as we, have limited abilities, but in contrast to us, they have “wisdom of Rome”. Policy is a giving of impression; it is a shamanism. When shaman calls for the rain, he sprinkles with water, giving the impression of the rain. When Moscow pretends that Russians live in Trans-Dnister, Ukrainian believes in it and, basing on false patriotism, supports Moldova. This is the rain Moscow wants. Ukrainian should not trust Moscow shamans. He has to take the tambourine in his hands and convince, himself at first, of the fact that Trans-Dnister, Northern Caucasus and Siberia are inhabited by Ukrainians.

Relations between Moscow and Kyiv are the same as relations between Saray and Moscow many years ago. The task of Kyiv is to tear the regions from Moscow and unite them around himself.

Therefore we propose further principles of foreign policy:

1) Ukraine is the head protector of Slavs’ interests and the apologist of Slavs unity;

2) Ukraine is the best friend of Turkic nations.

Somebody can say that these items contradict to each other, but logic is nothing compare to the national interests.
